PM 4: Understanding German Development Co-operation. (Training and Round Table)

The German Ministry of Economic Cooperation recently (since 2007) introduced a new format for describing and deciding on international technical and financial cooperation programmes, the so-called "Joint Programme Proposal". This document serves as a guideline for decision making on and implementation of German-funded development cooperation programmes in priority areas (substantive sectors) that were defined by the German government in cooperation with the partner (recipient) countries.

The joint programme proposal is defined following a step by step approach from project identification to project appraisal and approval that involves the German ministry (BMZ) German implementing agencies (GIZ, KfW, etc.) and national partner institutions.

In practical cooperation during the implementation phase of joint programmes communication and cooperation problems and frictions often stem from the fact that cooperating partners sometimes do not fully understand the policy environment and related procedures and instruments that form the framework for programme implementation. There are often misunderstandings about the implications of managing the implementation process - what decisions the programme management can take and where further communication and approval are necessary.

This training colloquium provides a clear presentation of the whole policy and administrative framework in which programme implementation takes place. It also relates the policy framework to the application of standard procedures and tools such as

Furthermore participants will get the chance to exchange practical experiences with regard to managing development co-operation using a facilitated discussion process.

After the completion of this training programme the participants will have an in-depth understanding of Technical and Financial cooperation and related procedures and management instruments.

The training course is based on short and focused presentations and group discussions. Moreover participants will get the chance to discuss in work groups problems and questions related to their own experiences in managing the project cycle and implementing programmes. Case studies from the trainers and from the group's background provide a realistic basis for exchange of experiences.
