
GM 3: Instruments for Project Management and Capacity Development |
Managers and staff of national and international organizations, particularly manag¬ers, team and project leaders, staff members and consultants who are actively involved in the implementation of international development cooperation projects, as well as GTZ advisors / GTZ National Staff who want to update their knowledge and skills with regard to the GTZ concept of Capacity WORKS.
The overall goal of Technical cooperation is capacity development – enabling institutions, organizations and individuals to cope with a rapidly changing environment. Capacity development strengthens the ability of organizations and institutions to effectively use their potentials towards problem solution and results achievement. In order to manage capacity development processes a manager, capacity development specialist, etc. must have profound experiences with the application of management instruments related to the various management functions and success factors for effective project implementation.
The individual staff members are the most valuable resource of every organization. Effective management of human resources includes recruitment, assignment of tasks, performance assessment, organizing and directing people in such a way that organizational or corporate goals can be achieved. The programme on “Human Resource Management” aims to familiarize participants with the techniques and instruments of HRM and to train core skills in personnel management. The main focus is on understanding, implementing and applying instruments that can be used for personnel management and capacity building. There will also be training on developing instruments and adapting existing ones to the needs of the program or project.

The training course follows the logic of the GTZ approach “Capacity WORKS” that defines 5 success factors for capacity development. This universal approach can be applied in any working context where the strengthening of the creative potentials of organizations and individuals towards problem solution and results achievement is in the focus. The training courses uses presentations, participatory group discussions, project/programme-based case studies, exercises, coaching and feed back to generate a practice-oriented, open atmosphere for learning and development.
